Croatia fined for racist chanting at Balotelli
/ By Justin Palmer
updated 11:55 a.m. ET June 19, 2012
WARSAW (Reuters) - The Croatian Football Federation was fined 80,000 euros ($100,600) by UEFA on Tuesday for racist chants directed at Italy striker Mario Balotelli by their fans at the Euro 2012 Group C match in Poznan last Thursday.
"The Croatian Football Federation (HNS) has been fined 80,000 euros for the setting-off and throwing of fireworks, and the improper conduct of supporters (racist chants, racist symbols) at the UEFA Euro 2012 Group C match against Italy," European soccer's governing body said in a statement.
UEFA said an appeal can be lodged by Croatia, who were eliminated from the tournament after defeat in their final group game by Spain on Monday, within three days of the dispatch of the reasoned decision.
"It is certainly a drastic fine for us. Unfortunately, the behavior of a tiny group of people immensely tarnishes our reputation and inflicts a huge financial damage," the secretary-general of the Croatian Soccer Federation (HNS), Zorislav Srebric, told Reuters.
"It is difficult to deal with such individuals and we would need stronger preventive measures and a help from our supporters in isolating them."
The Croatian federation was fined 25,000 euros by UEFA last week for spectator incidents, including the setting off of fireworks and a pitch invasion, in the match against Ireland in Poznan.
The Football Against Racism in Europe (FARE) network, which works closely with UEFA and has observers at each Euro 2012 game, said that between 300 and 500 Croatian fans were involved in racially abusing Italy's Balotelli.
The financial penalty imposed on Tuesday is 20,000 euros less than the punishment handed out to Denmark striker Nicklas Bendtner for revealing the logo of a betting company on his underpants while celebrating a goal at Euro 2012.
"I think 80,000 is a significant fine but I can see the public concern that exists when it is compared to the fine imposed on Nicklas Bendtner," FARE chief executive Piara Powar told Reuters.
Croatia have previously been fined twice in the last four years for the racist behavior of their fans.
UEFA fined them 20,000 Swiss francs ($20,800) a few weeks after Euro 2008 for racist banners and behavior during the match against Turkey.
World ruling body FIFA fined the Croatian FA 30,000 Swiss francs a few months later after their fans abused England forward Emile Heskey during a World Cup qualifier in Zagreb.
UEFA president Michel Platini expressed his anger with Croatia on Monday, saying he had spoken of his concerns about supporter behavior with the Balkan country's President and Prime Minister a year ago.
"I don't manage people but the people who have come to the stadiums (in this tournament), they were very nice, except some Croatians," Platini told reporters.
The issue of racism dominated the build-up to Euro 2012, co-hosted by Poland and Ukraine and the biggest sporting event in eastern Europe since the end of communism. (Reporting by Justin Palmer, additional reporting by Igor Ilic in Zagreb, editing by Ed Osmond)

Royal Bank of Scotland to cut 618 UK jobs
The bank, which is 82pc owned by the government after being bailed out, the latest cuts were a result of an expected drop in demand for customer financial advice from next year.
David Fleming of Unite said: "Six hundred staff, who for some time have faced job uncertainty as the bank reviewed their jobs, have today heard the worst possible news."
In January the bank said around 3,500 jobs would be lost as it sells and shrinks its investment bank. The cuts will take place over three years and be split between the UK and operations abroad.
The bank said the latest cuts were a result of an expected drop in demand for customer financial advice from next year, because of a change to legislation resulting in clients having to pay a fee for any advice received in a bid to provide better service and transparency.
The bank reduced its headcount by 2,000 last year and has cut around 30,000 jobs since being bailed out by the government.

NEW YORK (AP) ? Cleared in court, Roger Clemens will now take his case before a larger jury: some 600 Hall of Fame voters.
Twelve jurors acquitted him Monday on charges of lying to Congress when he denied using performance-enhancing drugs. Come December, the voters will decide whether Clemens ? one of the best pitchers in baseball history ? should be granted or denied the game's highest honor.
"I think everybody believes he was guilty in some form or fashion," said John Harper of the New York Daily News, who doesn't plan to vote for Clemens. "I think that's the real issue as far as voters go. I know that's an issue for me."
ESPN reporter/analyst Tim Kurkjian, a Hall voter for more than two decades, said: "It doesn't change how I view him. I think he did something and they just couldn't prove it. I think most rational people look at it that way. I was going to vote for him anyway."
Clemens, Barry Bonds and Sammy Sosa all will be first-timers on the ballot, which in some ways will be a referendum for the Steroids Era. Mike Piazza, Curt Schilling and Craig Biggio also will be making their initial appearances.
"To me, Roger Clemens was a Hall of Famer from the moment he retired, just like Barry Bonds," San Francisco Chronicle columnist Bruce Jenkins said. "I don't much care for them as people, but that's irrelevant, and I've never believed in the Hall of Fame's 'character' clause. It never seemed to apply to a number of shady characters who made the Hall of Fame over the years, so I simply ignore it. I base my vote on the best players during their time. Cheating has been part of the game since its inception, whether it was gambling, doctored balls or pre-steroid drugs. It's as essential to the game's fabric as the sacrifice fly."
Asked about Clemens' chances for making the Hall, NBC's Bob Costas said: "A guilty verdict would have damaged his reputation. It remains to be seen how much or if this verdict helps it.
Costas doesn't cast a ballot; Hall of Fame voters are veteran members of the Baseball Writers' Association of America.
"I think some people will assume that he may very well have lied, but that the government couldn't prove it," former baseball Commissioner Fay Vincent said. "They may have real reservations about his record in light of those questions. But I think it modestly improves his chances of being elected to the Hall of Fame."
Clemens spent 4? years proclaiming his innocence after Brian McNamee, his former personal trainer, told baseball investigator George Mitchell that he injected the pitcher with steroids and human growth hormone about 16 to 21 times during 1998, 2000 and 2001.
On Monday, a jury of eight women and four men agreed with Clemens, a seven-time Cy Young Award winner.
"I think it's great for the game because we can stop talking about it now," Yankees captain Derek Jeter said. "I'm pretty sure baseball fans are happy it's over."
Yankees pitcher Andy Pettitte, a longtime friend of Clemens and a key witness in the case, wouldn't give his opinion on the verdict, saying only: "I don't even care to talk about that." Pettitte was believed to have given Clemens a boost when he testified there was a 50-50 chance he might have misunderstood a conversation during the 1999-00 offseason that the government claimed was proof Clemens admitted using HGH.
"We get all these trials out of the way, we can move on," said Yankees manager Joe Girardi, a former Clemens teammate. "Now, it seems like we're beyond it."
Baseball Commissioner Bud Selig declined comment on the verdict, announced in U.S. District Court in Washington.
Union head Michael Weiner said Clemens was "vindicated."
"We look forward to him taking his rightful place in the Hall of Fame," Weiner said.
Vincent called it a "big win" for Clemens and his lawyer. "It's a major defeat for the Justice Department ? one of a series," he said. "I think the government is at a huge disadvantage against really good outside lawyers."
Clemens is the latest sports figure to frustrate the federal government's efforts to nab suspected steroid cheats despite prosecution costs of tens of millions of dollars.
Bonds, a seven-time NL MVP, was convicted of a single obstruction of justice count that he gave an evasive answer to a grand jury in 2003, and charges were dropped last year that he made false statements when he denied using performance-enhancing drugs.
A grand jury investigation of Lance Armstrong was dropped last winter without charges being filed, though the U.S. Anti-Doping Agency filed formal accusations last week that could strip the seven-time Tour de France winner of his victories in that storied race. Armstrong denies any doping.
Jeff Novitzky and his teams of investigators have obtained only two guilty pleas from athletes (Olympic track star Marion Jones and former NFL defensive lineman Dana Stubblefield); and two convictions (Bonds and sprint cyclist Tammy Thomas). Jones, who also pleaded guilty to making false statements about her association with a check-fraud scheme, was the only targeted athlete to serve a day in prison.
Bonds' conviction still must survive an appeal.
Clemens has no such worries. With a 354-184 record, 3.12 ERA and 4,672 strikeouts, he would have been a sure first-ballot Hall of Famer when the votes are totaled in January. But since the day the Mitchell Report was released, his reputation has been tainted by suspicion.
Still, Cleveland Indians pitcher Josh Tomlin was thrilled for Clemens, one of his boyhood heroes growing up in Texas.
"If a case goes on that long and the jury decides he's not guilty, then obviously he's telling the truth," he said.

California State Bar argues for law licenses for the undocumented
The agency said Sergio C. Garcia, 35, had met all the requirements to become a lawyer and could work without pay or as an independent contractor if licensed. The granting of a law license does not confer a right to employment, the State Bar of California argued, and Garcia would be expected to act legally.
"While a license to practice law is necessary to obtain employment as an attorney, having a law license does not mean that the holder may be employed," attorneys for the bar said in a written filing.
The argument came in response to a request from the state high court, which is examining whether Garcia's undocumented status should prevent him from becoming licensed. The case is expected to attract a flurry of briefs from immigration rights activists because it will set a precedent.
Garcia came from Mexico as a toddler, returned to his homeland with his family when he was about 9 and reentered the country illegally with family members when he was 17.
He attended law school at Cal Northern School of Law and passed the bar examination on his first try. His father, who has obtained American citizenship, sponsored Garcia for a green card 18 years ago, but the application is still pending.
Bar officials, defending their recommendation, reminded the court that people who attend law school in California on a student or visitor visa have been admitted to practice law in the state.
"After receiving their law licenses, they may return home to their countries of origin, they may remain here and attempt to adjust their status, or they may seek lawful permanent residence," the bar said. "However, the grant of a law license provides no guarantee of a pathway to lawful employment in the United States for these individuals."
The bar also noted that the California Legislature appeared to favor granting law licenses to undocumented immigrants. The Legislature in 2005 passed a law permitting law school graduates who are ineligible for a Social Security number to provide alternative forms of identification when applying for a license.
Employers, who could be sanctioned for hiring an undocumented worker, should not misinterpret a law license as proof of legal residency, the filing said.
"No reasonable employer would assume that the issuance of a law license to an individual relieves them of their obligation to verify employment eligibility," the bar said.
An undocumented immigrant "can engage in an independent contractor relationship or perform pro bono services" and licensing such a person would be "consistent with all applicable laws and regulations" and would not encourage violation of the law, the bar said.
Two immigration lawyers, asked Monday about the legality of such a person working as an independent contractor, expressed different views.
Thomas Langford, a Northern California immigration lawyer, said such work by an undocumented immigrant would be "unauthorized employment" and "a violation of his status."
But Helen Sklar, a Los Angeles immigration lawyer, said it was "not illegal for an undocumented worker to accept payment for services" and observed that "a person is not deportable for working without authorization."
The state Supreme Court has not decided whether to hold a hearing on Garcia's case before issuing a ruling.
Garcia has said he would like to do litigation and personal injury law. While awaiting a decision from the court, he is working with his father in Northern California as a beekeeper.
